3.1 High-level Backbone Talent Plan for Ethnic Minorities
The High-level Backbone Talent Plan for Ethnic Minorities (referred to as the Minority Backbone Plan) is a major initiative by five ministries to implement the party's ethnic policy and promote the western development strategy through the strategy of revitalizing the country through science and education. The plan aims to cultivate a group of high-education professionals from ethnic minorities in the western region over five years starting from 2006, with training schools being key universities above the 211 Project and student sources from western provinces and cities. 3.2 "Retired University Student Soldiers" Special Master's Degree Enrollment Plan#
Recruiting college students to join the military is a major strategic decision made by the Party Central Committee, the State Council, and the Central Military Commission. It is a fundamental project for building a strong national defense and has significant implications for realizing the dreams of a strong country and a strong military. Grassroots employment refers to working at the grassroots level in urban and rural areas. Selected students are those who are systematically selected by the organization departments of provincial and municipal party committees from among outstanding fresh graduates from higher education institutions, selecting college students with more than two years of grassroots work experience to work at the grassroots level, and are cultivated as reserve candidates for party and government leaders and high-quality staff for party and government agencies at the county level and above, directly recruited as civil servants through examinations, and directly entering local grassroots party and government departments.
Western Program#
The College Student Volunteer Service Western Program (hereinafter referred to as the "Western Program") is jointly organized and implemented by the Youth League Central Committee and the Ministry of Education, with support from the Ministry of Finance and the Ministry of Human Resources and Social Security. The "Three Supports and One Assistance" Plan
The "Three Supports and One Assistance" refers to supporting education, medicine, agriculture, and poverty alleviation. In 2006, the Organization Department, the former Ministry of Human Resources and Social Security, the Ministry of Education, and other eight departments issued a notice on organizing college graduates to work in rural grassroots education, agriculture, medicine, and poverty alleviation, recruiting 20,000 college graduates each year through open recruitment, voluntary registration, organized selection, and unified dispatch, mainly arranged to work in towns for education, agriculture, medicine, and poverty alleviation.
